Cutting Edge Medical Technology In Iraq but not America?

Why is it that cutting edge medical technology is available for physicians to use over in the war in Iraq, but not here in America? I saw this on a documentary on TV where they mentioned that new equiptment is being used over in the war that’s not even available in the USA. And my neighbor who recently returned mentioned the same.
Why isn’t it available here in the states?
Note, this new technology is being used on our USA soldiers and also injured civilians there.
