What Is The Difference Between A Mental Health Counselor and A Psychologist?

I am interested in becoming a psychologist but recently have heard about the field of mental health counseling. I can’t find any info on how the field of psychology and mental health counseling are different. People in both fields work in the same places, with the same patients, use the DSM IV, know about all of the same disorders, know how to conduct assessment and therapy. How are the two fields different?
Is it possible for mental health professionals to maintain their objectivity?

I have heard of situations in which mental health professionals have treated clients whom they personally disliked. If a counselor, psychiatrist, psychologist, or social worker actually dislikes a client, does he/she really have any business treating that person? After all, doesn’t a client have the right to be treated by a professional who has his/her best interests at heart and actually cares about his/her welfare?

Are county mental health workers allowed to do that? Or, would it need to be a state psychologist or a federal psychologist?
